how to add translations folder in ext if svn thinks its already there?

I believe that I've followed the rules on this one, maybe I'm missing something in my process. SVN is locking me out from uploading the .ts files that I've just finished editing, not 100% related to ez dev I know, but i'm hoping that someone has some words of wisdom to minimize my frustration.

I'm sure that this isn't the best way, but ... it seems I can cheat svn, by editing the folder that it thinks is already in svn, and re-creating the same-name folder a fresh and then adding in new files for each, will see.
