That way the admin will have much more control over the the system.
He can go and login with a specific username and see what poop they do.
Pretty useful this function...

A SU that lets you test which templates show what and what sections/objects/classes etc are available at what level

Now I create "test" users in all kinds of categories to check what I intended indeed works.
