What's the difference between the 'standard' and the 'base' directory?

I use the plain-site for learning the system. When no specific template is made in my 'sitename' directory ('plain'), sometimes the 'standard' directory is used and sometimes the 'base' directory. What is the 'base' directory for? I thougt the 'standard' directory was used when no custom template exists?
