Hi, I was just wondering...

Say, if I have a forum (5000 members) and 50 posts a day, should I turn on the cache? If not, how do I speed up the forum?

Yes. You should only turn off cache of for development. On a production site you should have it on (as well as viewcaching, and template compiling)
