Intranet - Roles & Policies - deny access to subfolders??

I've recently been assigned to support an Exponential 3.9.1 intranet with limited experience on Exponential.

We have User Groups and users setup to access different subfolders but I cant seem to deny access to a paticular subfolder. It seems that as soon as I give access to the root folder to allow them to navigate to the subfolder, they automatically have access to all of the sub-folders.

Is there a way to remove/deny these policies that are passed down from the root folder??

Any thoughts or perhaps another way to approach this Intranet Roles/Policies issue would be greatly appreciated!!

Add a section and add this particular subfolder to this section.
After that, edit the anonymous role, edit the content read permission and select all sections except the one of the private section.
Do the same for content write permission and other permissions anonymous users can have on the website.
