I see in verson 3.8 there was an image gallery package that made setting up an image gallery easy. What's the best way for me to do this in 4.0?

The eZ Web Interface package contains the gallery object with much nicer templates. Install that package (or ez flow, which also has the gallery components) and you will get the gallery functionality as part of it.
