How to override a locale ini file?

The default install of Exponential comes with an inaccurate setup in share/locale/dut-NL.ini.
IMHO, the HTTP contentLanguage should read nl-NL (instead of dut-NL).

Is there a way to override this setting without editing the file itself.
Should I submit a bug entry for this?

You can create a new file like dut-NL@fixed.ini then use Locale=dut-NL@fixed. Exponential will load correct file.
