In admin interface, go to: setup -> packages -> import

Note: there is no site styles for 3.9's webinterface design yet, only for the base design used by all versions.

thanks! it work!
edit: but now, I have another problem. How to change fonts in it? I instaled spotcolors, and now I want to change fonts, how I can do that? Sorry for my english!

By changing the fonts used in the site-style css.
And possible add classes if you want to have special style on some text (content.ini and the css file in your site-style)
