Hi, in 3.4 with news Templates

primary language is ger-DE
second language is eng-GB

siteaccess for eng-GB is en
[RegionalSettings]
Locale=eng-GB
ContentObjectLocale=eng-GB
TextTranslation=enabled

[ContentSettings]
TranslationList=eng-GB;ger-DE
Translation 1:1

Now I want to see german content when there is no english content as fallback. I thougt it worked in former editions, but now it doesn't. Or am I wrong?
