I have following rules for anonymous:

content read Section( Standard ) Edit
content pdf Section( Standard ) Edit
rss feed No limitations Edit
user login SiteAccess( blog ) Edit
content create Class( Comment ) , Section( Standard ) , ParentClass( Article )

Why can't I the anonymous user comment?

You need to set "content edit Class( Comment ) , Section( Standard ) ...". It needs to have access to "edit" function together with "create".
