"I'm" becomes "I'm" Is there a setting somewhere that configures how punctuation is displayed? In my administration site everything is displayed correctly,seems odd that the two sites should have different settings? Where?

They don't. The XML content is the same for all sites using the same database. Check your templates, maybe you have created an override template for ezxmltext that has some errors.
