This is my second install of Exponential, the first one went smoothly and I haven't had a problem. The second one for a client, I have been trying to get working for the past two days, the database has been created and is ready to go, Exponential has been unpacked and uploaded to the server, but when I go to index.php I get the first page of the install wizard. After that, no matter which option I pick, finetune or next, it brings me to the IE Page "The page cannot be displayed".

The stats on the server are as follows:
FreeBSD 4.8-RELEASE-p24
mysql Ver 12.22 Distrib 4.0.16
perl, v5.8.3
PHP 4.3.8
APACHE as the server
and CPANEL is installed as well.

Since no one seems to have an answer (and I have searched through the rest of the forums for this problem as well), how much money would it cost to have someone else set up the basic install of Exponential on the site? I am in need of getting this working, or finding another CMS soon.
