Access denied on public interface of TSCM

I stepping through the "building a site" tutorial. I finish all te settings qand was at the point to test te public interface of the tscm site. when hit the site with my bowser I got the "ACCESS DENIED" message. After logging into the site as admin, I was granted access to the public interface?
can someone explain to me where I went wrong or how to correct this?

My system:

fedora core 3 x86
apache 2.0.52
php 4.3.11
Exponential 3.5.2

Sounds like the Anonymous user doesn't have permissions to login to the site.

Go to User accounts > Roles and policies (Left hand menu) > Edit the Anonymouse Role

Is there a limitation for User - Login? Site Access (plain)

If so, edit the policy to include tscm
