I made a simple workflow to implement content approval mechanism and then ran the cronjob script and I got the follow error. Can you help?

Using siteaccess tscm for cronjob

I increased the memory limit and max exu time and the issue is resolved

max_execution_time = 60 
memory_limit = 20M

However, the workflow does not work. I mean the content is still not approved. See below:
