Setting "old school" caching

I've just upgraded a site from 3.5 (upgrading was way over due) to 3.9.4. The site has lots of data cross published in different parts of the tree and I would like to use the "old" caching system where everything is expired each time something is published. Is this possible?

I can't find anything in viewcache.ini that would give me this setting. The ideal was if I could set ClearRelationTypes to "all", but it doesn't look like this value exists.
Is the only way to fix this to make a huge smart-cache configuration for all classes?
