Hi,

I have a little problem that I don't know how to solve:

I have a

- First Level Admin that can create any other user type
- Second Level Admin that can create only Editor Users
- Editor user level that can only create content

How can I prevent Second Level Admin from creating a First Level Admin? I gave The User Group this policy 


content  create  Class( User ) , Section( Users ) , ParentClass( User group )

I dont know if its possible to allow him to create users only inside a specific User grpoups in Admin interface? Is it possible?
Is it possible to create a specific section inside Admin interface and give him permission to create under this section only?

Yes, use the node (or subtree if applicable) assignment in the role for the second level admin.
