Hi, I have installed the "plain" template of Exponential.

I would need to use the webtoolbar (ezdhtml) to edit web pages, but with this template (plain) I am not able to view that toolbar even if in "site.ini.append.php" the "ActiveExtensions" is enabled. How can i solve my problem?

If I'm right, the webtoolbar is not in the ezdhtml extension. This extension is for Online Editor. If you want the webtoolbar alone, there's a standaone extension which does that.
