ÆØÅ no longer supported in translation extension?

I made an translation extension for some hardcoded text in a nor-NO/eng-GB site. The version is 3.7.5.

When I use æøå in the translation, debug reports: domxml_open_mem(): Input is not proper UTF-8, indicate encoding !

Tried replacing å with å etc., with no luck. This has worked in older versions. Also tried ContentXMLCharset=disabled.

Any ideas?
Thanks!

Did you specify the encoding in the template?

{*?template charset=utf8?*}

Hmm, I'm not sure I understand. In which template do you specify the encoding?

Thanks!
I tried your suggestion. It resulted in a server hung-up. Nevermind, I have deleted the translation extension and added my text in share/translation instead.
